Using farmland

Turning rice fields or fields into parking or a battery site requires a conversion permit under the Agricultural Land Act (a notification to the agricultural committee inside urbanization promotion areas). According to the Ministry of Agriculture, land in agricultural promotion zones and Class 1 farmland (including Class A) is in principle not approved, Class 2 is approved only when no alternative land exists nearby, and Class 3 is in principle approved. Farmland that cannot be converted can be leased as farmland through the farmland bank (Japanese).

Urbanization control areas

These areas restrain development, so uses that involve buildings (rental housing, containers treated as buildings) are generally not allowed. Even parking, material yards and battery facilities may need prior consultation or permits depending on the municipality.

Selling solar power (FIT)

According to the Agency for Natural Resources and Energy, 10–50 kW commercial solar can be certified under the feed-in tariff only if "local use" conditions are met, such as using at least 30% of the output on site and providing power in disasters (with exceptions for agrivoltaics). Small export-only ground-mounted systems are therefore difficult. Check the Agency's latest guidance.

Property tax when demolishing a vacant house

Land with a house gets residential-land relief: the taxable base is one-sixth of the assessed value for up to 200 m² and one-third above that (Ministry of Internal Affairs and Communications). Demolishing the house or turning the land into parking removes the relief and can raise the land tax.
